Set in 1805, "Tripoli" dramatizes the U.S. conflict with Tripoli pirates who challenge America's right to sail freely on the seas. As the U.S. sends warships to bottle up the pirate fleet, a daring Marine unit led by Lieutenant Presley O'Bannon (John Payne) is tasked with attacking from the rear. O'Bannon enlists Hamet, Pasha of Tripoli, who is in exile after being overthrown by his brother. Among Hamet's court is Countess Sheila D'Arneau (Maureen O'Hara), a diplomat's daughter disguised as a dancing girl. She joins O'Bannon, a small group of U.S. Marines, and Hamet's loyalists as they cross the Libyan desert on a hazardous march to Tripoli, with O'Bannon and Sheila arguing along the way.
