Because of his German parentage, government agent Carl Steelman is assigned by his chief, Craig, to infiltrate the Nazi Bund in order to gather intelligence about their underground activities. Welcomed and trusted by the group, Steelman becomes a vital member. His father, Julius Steelman, unaware of his son's secret mission, rejects him, believing he is truly aligned with the Nazis. When government agents raid a Bund meeting, Steelman takes the identity of a Bund member bound for Germany for further training. In Berlin, Steelman falls in love with Helga Lorenz, a member of the German underground. To maintain his cover and complete his assignment, Steelman is forced to betray Helga to the Gestapo, but later manages to rescue her and help her escape to England. Frau Reiter, the wife of the man whose identity Steelman has assumed, threatens to expose him; he convinces the Gestapo she is insane, leading to her confinement in an asylum. After finishing his training, Steelman is sent back to America via submarine, placed in command of eight saboteurs. Just before departing the submarine on the Long Island coast, Steelman plants a time-bomb on board.
