Set in San Francisco, The Lineup follows two police inspectors investigating a case after a rogue taxi driver, aided by a corrupt porter, steals the suitcase of an antiques collector. In the process, a police officer is killed, but not before shooting the cabbie. When the inspectors examine the stolen suitcase, they discover a statuette concealing heroin. Parallel to their investigation, a psychopathic gangster, his sinister mentor, and their alcoholic driver work to retrieve hidden heroin shipments from the luggage of unsuspecting travelers. Their operation unravels when they try to collect heroin concealed in a Japanese doll, only to discover, after seizing it from a young girl and her mother, that the drugs have disappeared.
