On the day World War II ends in Europe, Mayor George Boswell reflects on the previous 25 years in his hometown of Browdley. As both a councilman and newspaper editor, George has dedicated himself to improving the working and living conditions in the bleak Lancashire mill town. As a young man, he marries Olivia Channing, whose father was imprisoned due to a scandal involving his mill. Olivia, ambitious and clever, helps guide George towards a potential seat in Parliament.
