Dorothy Lyons, a kleptomaniac, is paroled from prison into the custody of her sister June, who works as a secretary for 'reform' political candidate Frank Jansen. Ben Grace, an associate of crime boss Sol Caspar, sees Dorothy's parole as an opportunity to smear Jansen's campaign. However, after a falling out with Caspar, Ben tries to help June—who he begins to fall for. Meanwhile, Dorothy takes a liking to Ben as well. June reluctantly finds herself involved in Ben's plans, but there may be more going on than it seems.
