Agents Mickey Waters and John Flannery team up to investigate the theft of medicinal narcotics from the S.S. Florentine. The ruthless and debonair Paul Vicola leads the vicious gang responsible, stopping at nothing—including murder—to protect his operation. When Vicola's girlfriend becomes unreliable, she is garroted, and nightclub comic Dolly Carney is thrown from a window for posing a risk. After Waters is shot and killed during a break-in at the gang’s Brooklyn yacht club front, Flannery goes undercover as a San Francisco drug dealer.
