After being questioned as a murder suspect, solid but troubled citizen Al Willis attacks his police interrogators, is beaten, and vows revenge. The following night, Lieutenant Parks is murdered, and Willis becomes the prime suspect in the eyes of relentless Chief Joe Conroy.
