Set in 1906, "Johnny Come Lately" follows Tom Richards (James Cagney), a drifter who arrives in the town of Plattsville. He befriends Vinnie McLeod (Grace George), the owner of the local newspaper, who is fighting against the corruption led by W.M. Dougherty (Edward McNamara), the town's most powerful citizen. Richards becomes the managing editor of the "Plattsville Shield and Banner" and, despite resistance from the oppressed townspeople, ultimately succeeds in driving Dougherty out of town.
