Set in Maine, "Deep Waters" follows a lobster fisherman, formerly trained as an architect, who chooses the life of the sea despite objections from his fiancée. His fiancée, a state welfare worker, arranges a home for a 12-year-old orphan with a deep love for the ocean. The fisherman and the boy form a close friendship, but the fiancée, worried about the dangers at sea, insists the fisherman keep the boy from the boat. Heartbroken and feeling trapped, the boy retaliates by stealing a camera, which leads to his placement in reform school. Eventually, the couple marries and successfully petitions a judge to adopt the boy as their own.
