Chuck O'Flair and his two friends, Russ Hartley and Harry Whenlon, join the Los Angeles Police Academy as cadets. O'Flair, confident and self-assured, nearly gets expelled for being unfit. After graduation, one of the trio accidentally uncovers a gang of black marketeers and is murdered. Determined to seek justice, O'Flair takes on the mission to track down the killer.
