In search of better business, a big American carnival opens in Munich, Germany. Joe the barker befriends the attractive pickpocket Willi, finds her a job, and becomes romantically involved with her. When high diver Frank recruits Willi as his assistant and later proposes marriage, Joe takes the opportunity to distance himself from her. Despite her marriage to Frank, Joe believes he can still maintain his influence over Willi—until tragedy strikes.
