When reports of cruelty surface at the Bayou Reformatory for Women, the governor appoints lawyer Jeff Darrow to investigate. His efforts are resisted by Mrs. Ballard, the tough head of the prison, and her brother Cletus, the dim-witted keeper of the bloodhounds. Among the inmates is Nora Collins, a former fiancée of Jeff, imprisoned for theft committed in defense of her own brother. Nora is particularly embittered by the harsh and sadistic prison guard, Darcy. Fellow inmates Honey Blake and Kate attempt an escape with Cletus's help, failing their first try but launching a second effort using Jeff, Nora, and Mrs. Ballard as hostages.
