A congressional committee visits occupied Berlin to investigate the morals of American G.I.s. Congresswoman Phoebe Frost, disturbed by evidence of human frailty, hears rumors about a café singer, Erika, who is the former mistress of a wanted war criminal and is "protected" by an American officer. She enlists Captain John Pringle to help her find this officer—unaware that Pringle himself is Erika's lover.
